PBM Umpire is a DOS based generic system capable of moderating any wargames campaign set between 3000 B.C. and 1600 A.D. with up to 30 players. It will run happily from Windows in a DOS window.
This downloadable version of PBM UMPIRE (see below) is shareware and may be copied and distributed freely as long as no part of it is changed.
The registered version (see below) includes the SCENARIO EDITOR which allows any Ancient, Medieval or Renaissance scenario to be developed for use with the PBM UMPIRE campaign system. All important variable factors are under the control of the scenario designer. Scenarios can be designed from scratch, or existing scenarios can be edited. Even a campaign that is already in play can be modified - for instance by extending the map and/or adding more players.
SCENED can also be used to record the results of battles played out on the tabletop.
The mapping system is "nodal" - the map is divided into provinces, each usually containing one major city. Troop positions are recorded by province. All permitted land and sea routes between the provinces are recorded in the scenario database.
